Not at all rare, in use from around 1903 to 1908. Not hard to find on cover.
Since it is a US Stamp, overprinted "Philippines,"
I am wondering what the question was ?
I assume that the original poster was wondering why a U.S. stamp was overprint "Philippines". The reason is found in the history of an American war. See the extensive, well-documented Wikipedia article titled, the Philippine-American War.
