Issue of 1903/4. It's a fairly inexpensive stamp. Try ebay for a better specimen.

Not at all rare, in use from around 1903 to 1908. Not hard to find on cover.

I assume that the original poster was wondering why a U.S. stamp was overprint "Philippines". The reason is found in the history of an American war. See the extensive, well-documented Wikipedia article titled, the Philippine-American War.
