Scott only lists those cards that were officially issued (by the post office and/or Treasury Department). For philatelic and numismatic events, many private organizations have issued souvenir cards and sheets. Since those are private in origin, they are not listed by Scott.
Rwillis, if you follow the link at the bottom of my post, it will take you to the website of the Souvenir Card Collector Society. (I'm the VP of the group.) We have more than 1000 card images posted in the photo gallery. This is an ongoing project and so there are still numerous categories that have yet to be posted, including APS and ASDA cards. Those will be coming eventually.
I can tell you that the second card you posted is considered a "private" card, which are not included in the SCCS catalog. Many local stamp clubs and small organizations issued these cards and there are just too many to list.

Hi, I have 250-300 Souvenir Cards. I am looking for a link to identify the cards. lot of them are not listed in Scotts. Here is 2 of them.
