There are several with this overprint which comes in different types
Minimal value - some 4 million were printed
You will find them under
Latvia Sc #1N14 - N19 1941
You are scanning at a low resolution and blowing it up. Do it the other way. Scan at 300 dpi and reduce if necessary.

Ron, thanks for the help. Looked under Latvia but didn't look far enough. Not really concerned about value just want to place in proper place.
With my scanner, I have to figure out how to scan at a certain resolution. I use arfanview for my figure manipulation and just about have that figured out. My scanner is an HP Office Jet Pro 4 in 1 and still working on that.

The 20 and 30K come in two types, normal and thick paper. The thick paper type are costly. There is also a second printing for all six in the set.
(only for the second Printing) :The 30K has on position 2 of the sheet a dot between the 1 and 9 of "1941". 300% up price for these.
I have part of the series that has come my way over time but am missing the 15 and the 50. I had no idea there were also varieties to watch out for. I seem to have the thick paper variety of the 30 but I'll have to watch for the dot. The stamp without the overprint also has a version with a white circle around the propeller cone that was discussed in a previous post. I wonder if the overprint does as well!

Looking at the stamp with the ring around the propeller cone it seems to be caused by a white colour shift of the white in the upper region of the stamp and several catalogs don't seem to list that type of variety/error. Colour shifts are very common on many stamps and make for interesting bouts of "fly specking". On this stamp it seems to stand out more because of the white ring it causes. Does it seem like a colour shift to you keen eyed collectors out there?
Edit: Also note there is a similar overprint for Lithuania ( Pernau / 8. VII / 1941 ) with at least 9 denominations and an added imperforate of the 3 KON. As far as I can tell the denominations are 1, 3, 4, 5, 10, 15, 20, 30 and 50 on the same series of Russian stamps. Sorry I can't provide a scan and I am missing the regular perfed version of the 3 KON. I bet there are similar varieties for these!
