The missing color has nothing to do with the surcharge. The printing error is on the original envelope. It got embossed, but missed the ink. This is known as an "albino". They are interesting, but not particularly rare. Here are a few different ones from my "Sold" database:

And here is the most interesting one -- post office didn't accept responsibility for their error!

Hi, I recently purchased a colection and found this interesting item:
I've tried to enhance the image to show the imprint of (picture) Scott UC2 missing it's (orange) color under the revalue.
I didn't see any reference to the error (missing color) in my Scott Specialized -- granted it is the 2017 edition.
Any help on the potential rarity would be appreciated.
