Since 2001, very few stamps from the Ivory Coast have been listed by Scott and Gibbons. That includes this set.
Scott has a list of stamps declared to be illegal by the Ivorian post office. This set is not in that list, but I would think the list is not complete. Gibbons does not provide a list.
SG lists these in an appendix after Ivory Coast
When Gibbons lists it in an appendix, like Dave said, that usually means the same as Scott's list, or that there isn't enough information to determine that the stamps were issued for postal reasons.
But, Scott is constantly adding older stamps from African nations. Maybe this will be added from your inquiry? Please let us know what Scott says.
My Gibbons catalogs are from 2008, and the appendix is not there.

That's pretty much how the appendices work in SG. I'm guessing that the stamps were unofficial issues never intended for postal use, so SG waited to see if regular use was evident.
The Michel numbers for this set are 1349-1352 and the Yvert & Tellier numbers are 1135A-1135D.

My German is only good enough to say that yours is the se-tenant block of 4 ("Viererblock A"), cataloging in 2013 at €8.00.
As you can see, they also list 5 souvenir sheets for this issue: 1 for each of the stamps, and then a 5th one that shows all 4 stamps.
Unfortunately, my German is not good enough without a significant assist from Google Translate to discern the 2 paragraphs at the bottom of the listing. Perhaps someone whose German is sharper can provide some insight about what they say. Maybe it'll shed some light on the possible tentativeness of this issue?
