I would just try to be consistent in how you mount all occupation stamps.

Scott lists under Russia- German Occupation. Although those with cancels can be placed with respective Baltic country, Russia was only in control there since deal with Nazi Germany.
Thankee Gents, the Minkus Global Supreme album simply has them "after Germany" and there they are, i can not find a page or partial page for them in my Scott International album to 1949.
I have the same stamps and had the same problem,so I put them in my Russian album on a special page. They are listed in Scott's 2015 catalog as Russia N9 - N28, but my Minkus album, for some strange reason, didn't have them under German occupation. Anyway, that's where they ended up, just before N29 - N48, the "Ukraine" overprints which were there - why one and not the other????
I was going to shoehorn them into my Germany Specialized Part 1 to 1949...and i do not pay an awful lot of attention to Russia ..but they Like the Ukraine overprints are for sure from that part of the world. The only ones of either type i have ever seen were unused.
Philb - I have N9 to N48 and all of mine are unused. I checked prices, most are worth the same mint and used and a few are worth more used. I guess most were not used postally, and you're right, I've never seen a used one.

Lighthouse makes pages for WW II German occupations (which include Alsace, Estonia, Channel Islands, Courland, Lothringen, Luxembourg, Ostland, and Ukraine) which I mounted in a binder along with Germany 1933-1945, Bohemia and Moravia, and Poland General Gouvernement. This makes for a nice Third Reich era album.
i know i have Ostland stamps..but where ? i looked under Estonia,Latvia,Lithuania, Russia under German occupation, Ukraine, nada .
