And after looking further, I see other variations as well -
for example, the base of the first 'T' is different from the second 'T'...
It would seem these were just poorly/cheaply printed covers.

I go along with your comments, there are a few other variations on the first cover(see below).
However I guess what I am trying to establish -- is did both these come from one printed sheet of covers taking up various Rows and positions, or is the second cover a result of a repaired printing plate for a 2nd printing but also had some issues? There were 19,750 of these booklets issued.
Of all the covers I have or have seen, they are either one or the other, I have never seen a clipped "S" cover with any of the other varieties as shown on the top cover or vice versa.Does anyone know the printing method for these booklet covers?.
Some time back I was doing a study of PNG Stamp Booklets. Whilst checking my January 1970 booklets, this being Stanley Gibbons SB1, I noticed that the “S” in stamp was clipped on the bottom curve. On checking the rest of my stock I found two more similar. I was advised by various collectors of three others. Therefore I assumed this was a flaw.
However not knowing how the Booklet Covers were printed I am unable to determine if this is a constant flaw within a printed sheet, or there were two separate printings. Has anyone got the answer, or can you advise me if you have any clipped “S” variety.
