The stamp is not British its Belgium 1884 probably Scott #51.
The 'IB' is most likely the initials of a town or city. Or it could be from an 'I' Bureau. It isn't easy to work out as you can't be sure which language is being used, Flemish or French. There has also been two wars since the stamp was used and borders change. It could now be in another country!

maybe this is your information, IB is inspector bureau.because this postal card was a due postage from belgium to London.

It's probably an Inland Branch postmark from the London head office.
There are a lot of London IB marks but I don't recognise this one.
