Looks like a revenue stamp from Bern, Switzerland. I'll bet someone here has a lot more info.

I can conform Pogopossum's statement, but can only add that the climbing bear (as shown on the stamp) also figures in the coat of arms of Bern city.

Yes, it's a 1903 revenue stamp from Canton Bern in Switzerland,
