Is the stamp mint or used?
most odd: two sides pulled apart and two sides cut with scissors.
Some cancellation machines miss the stamp though the envelope itself is stamped, thus the mint looking stamp, and when the stamp is removed from the envelope there will not be any evidence of gum at the back.
It does not seem to be an error or variety of any type, but damage caused by other means such as sticking to another stamp and the stamp was soaked off and separated prematurely (my guess).
The image is too small to actually have a good look at, is the flag damaged?
