General Philatelic/Identify This? : Mystery found in Russian lot that I purchased

I don't believe that this is a postage stamp, but would like to find out what it actually is. Charity? Revenue? Is it even Russian? (I found both Finland and Siberia in this old lot). Thanks in advance for your help.

Well, I got the answer on a Facebook group for collectors. It is Armenia; Scott #303.
