Could someone help me in regard to this pair of Canal Zone with the right stamp having the Spaced C-A variety and answer the question why are the perfs on the right stamp so rough as if there are no perfs?

The answer I got from the seller is that "it must have come that whey"

Is this item still worth buying? or is it considered a space filler?

Perfs can get that way if the stamps are not separated properly from one another.

"Is this item still worth buying?"

Only YOU can answer this question, ultimately.

--how much is it selling for?
--is it MNH/MH/MNG/etc?
--what are you willing to pay for it?
--how badly do you want it?

As I said, only YOU can decide.

Personally, I think they look splendid and pairs are always nice! Although, if your collection is of the "graded" garden variety then no, give 'em a pass. But, if your collection is based more on "content" and "stamps that fancy your eye" then these may just have a place in your collection!
