Several countries produce MNH and CTO packs. Liechtenstein is one that comes to mind. I think Australia does too (or at least used to). Pitcairn Islands sells MNH and first day cover packets. I would think that New Zealand and its dependencies as well as Australia do the same.

I have and had some Singapore presentation packs that contained both MNH and CTO, b8ut none that had only CTO.

I have a few Singapore presentation packs and when I opened them they did not contain MNH stamps but CTO's. Is this the norm from this country or did the Singapore Philatelic Bureau produce these to order??
