Horatio Alger is an American writer, his name appeal me because "Alger" is the name of Algeria’s capital.

Let me speculate. Given the first element of the name it could originally be from Arabic. Al ghyr, for example, means (very roughly) 'one who is beyond'. In English, 'Mr Welsh' means (very roughly) Mr Foreigner. I suspect other languages have similar names attributed originally to families who were not from the immediate neighbourhood.

Wikipedia lists 10 'Alger' place-names in the USA.
