The sheet was issued in limited quantities, and priced above face value on October 1, 1980. See the note following Bulgaria Scott #2726 (2017 value $30.00 USD). For the reason why it is footnoted, see the note following Bulgaria Scott #2540.
Gibbons notes the sheet and other issues following Bulgaria Gibbons #3034.
Michel lists it: Bulgaria Michel #Block 126. My catalog is 20 years old, so I didn't quote a catalog value.
(Note: I updated the Michel number to match the other responses.)
In my Michel 2009 EUROPA catalog it is listed as Block 126, valued at 15 Euros.
There were 50,000 numbered blocks issued.

Charlie, interesting to see the price drop in half over a 10-year span. The Europa craze is over, I guess, and also these East European Europa related S/S (produced annually) were way overpriced at the time. I remember several issued by various East European countries (prior to any joining the EEC) and Michel was pricing them all above $25-50 Euros! (and way over 100 Euros for imperforated ones!)

For info on Yvert & Tellier (french catalogue)

in 2018 Edition : mint : 25,00€ used 23,00€
