Looks like Saudi Arabia. Either Scott# L32 or L34 or L49. See the notes in Scott catalog after L39
in Arabic words on right side " MECCA " which is in Saudi Arabia & on left side it is mentionned "government" means "revenue stamp I think.
The face value is ½ piastre so it appears to be Scott #L34.
Need help on this oldie. Country of origin and SC # will be greatly appreciated.
