If you want the ads I get from Mystic (about 2 per day), I'll be happy to forward them to you. I'm getting plenty of mail here. Junk mail is not as heavy, but that could just be that the companies are preparing for the next holiday!
Regarding the international mail, I agree with ikey that Customs is probably not fully staffed right now.
USPS is a quasi-governmental agency. Its operations are independent, so the shut down should have no effect on delivery, although if ATCs are affected, then, so too, are the planes that carry the mail.
Our carrier is delivering much later than usual since the holidays and sometimes I think they skip delivery (run out of time or too dark) but should not be blamed on the shutdown.
Curtailing first class mail is a major no-no.
When I was delivering mail, you returned to the post office for a flashlight if you were having trouble spotting the mailboxes.

I am still waiting for an Ebay purchase mailed before New Years from the UK. I am also now noticing a big drop off in mail volume, especially in periodicals. No Linns for the past two weeks or so. Not one Mystic catalog since it started. Most days we get a few Pizza coupons, local stuff.
USPS is supposed to be independent from government issues but could the slow down be affecting issues with sorting and delivery?
