'Illetek' in Hungarian translated to 'Duty.' so it's a revenue stamp of some sort.

This identical stamp was posted on the SCF site for identification in 2011.
Someone responded with this answer:
"Yes, it`s an official (fee)stamp, issued 01.08.1946. Should have wmk (IX). 16 values (fillér and forint were introduced in 01.08.1946 instead of the fillér and pengõ). In Hungarian stamp catalogues minimal CV."
