I think you are correct - these appear to be revenues;
the center of the stamp reads, "Ley de Sellos"
which means 'Law of the Seal' - a reference to the Stamp Act of 1765, I believe.
Specifically, taxation.
Unfortunately, I am not familiar as yet with these,
but I'm still searchin'!
