This is actually a valid stamp. Called a "Stick 'n' Tic" label. It is listed in the Unitrade Canada Specialized catalog as 1-ST. Issued in 1983, in Winnipeg only, on an experimental basis to speed sorting of Christmas mail.
The experiment was continued in 1984 with another design, but was dropped after that in favour of the Christmas stamps with the big black bars offered at a reduced postal rate.

Appears to be a label of some sort, because there is backing paper. Any info, value if any.
