They are not listed in the Barefoot & Hall Revenue Catalogue.
The second design appears to be the same one used for the KGV issues with the image of Edward VIII who later abdicated. I would have to conclude that they are either trials that were created and not used, or a fantasy stamp that someone created. But they seem more like trials only because they appear to have been perforated which would be a lot of trouble for a photoshop creation.
Do they have gum and does the paper appear to be from the 1930's time period?
they are not mine I found them on an auction site..was not sure whether to bid - it might be as you say a trial set of designs that were not taken up....

From the images the gum looks typical of the toning for the period but no clue as to whether they were trials or perhaps wartime propaganda or just plain fantasy.
Well, that 'description' finesses any question of Significantly Not As Described!
