Fracht means Freight,so some kind of Railway stamp perhaps ?

As a German revenue stamp it will not be in a Scott catalog. Era is turn of the century, I am unsure of value but do not quit your day job.

Nikki and Don are correct -
it is a railway revenue stamp from Germany.
Lower values such as the one you've shown can be had
from numerous websites for an average of 30¢ or so each, used.
I have a cancelled version of the stamp shown here in the image. Can't find it in the Scott catalog. Can anyone id this stamp for me? What is it's value.
