Maybe the moon landing will be a surprise release given they have not often left money on the table for that event. It could be a special souvenir sheet with a gimmick.

Those two rates already exist as a "forever" stamp.
Good idea to use those up, and purchase them again after the rate increase, as they will have a face value less than they currently do!
