There is a footnote in my 2010 US Specialized that states that some imperforate sheets of nos. 408 and 409 were rouletted with a normal tracing wheel in Kansas City Mo. for use in vending machines. Stated value for authenticated blocks of 4 of 408 is shown at $100 and $200 for a 409 block. of 4

It is not a 408v/409v 'Kansas City Roulette', I searched for these for a number of years before finally Bill Weiss (bless his sole) was kind enough to gift me a set of them shown below.

As the cert mentions, they are of 'unknown origin'. The only thing you can do is what you are doing, hold on to it and hope some day something surfaces. The perfs look to my eye to be professionally machine cut and not homemade. You could contact Clark Frazier, he knows more than anyone else about the W/F production and perforations.
