No, it is July 18, 1940.
Hungary shows the first three digits of the year first.
(1)yyy.MMM.dd
the "16" is the hour of the day i.e. 4:00pm

Here are two more examples.
Note the (1)930 date and that it is a want list (Fehlliste) according to the 1931 Michel catalog!
