It appears to me, from looking at both Scott and Gibbons for these stamps that Scott #184 is the surcharge on an already overprinted stamp, Scott #75, while Scott #183 is the surcharge on the original un-overprinted stamp, Scott #21.
Based on this, I would expect Scott #184 to appear to have a "double overprint", i.e. the bar twice and "Panama" 4 times.

A little web searching returned images that support my original supposition:

The above two stamps were both erroneously described as double overprint varieties of #183, but one can see that the spacing of the two "Panama" is different and matches the (admittedly inadequate) Scott description of a surcharge on an already overprinted stamp.

I am at a loss to try to explain to myself without a catalogue what difference is between Scott #183 and Scott #184 they are both 5ct over 1 peso, why then if they look the same why does Scott give two different numbers, does not make sense.
