It appears to be some type of special favor item that was given to certain individuals.
I think that this is one of those attempts to make money with useless stamp related products. The Netherlands postal authorities started with it in the 1980s and have continued ever since. Not much value in it, like with FDCs that are now being dumped on the market for laughable prices.
Looks like they were trying to put a phone-card-collecting spin on stamps.

the Dutch P.T.T. used to be conservative and the covers had some value..then in the mid 1960s they started to kill the goose that laid the golden egg !
Plate blocks, FDCs, matched corner blocks, and eventually
mini sheetlets, all following the same well trod path of
the Wild Midanite Goose.
Herman Hearst often quoted the mantra; "If it is made
for collectors it is not a collectible."
They may give people some satisfaction of ownership,
but sooner or later the effect of mass production of items
for collections affects interest and inevitably value.
Truly rare items produced to be used that few people thought
were worth saving remain worth often high dollars,
but once the bandwagon is crowded with gimmicks,
the end is near, e.g. Baseball cards, such as the complete
almost pristine condition 1949-'51 sets of Bowman cards
that my mom tossed in the trash because she thought
they were junk. My cousin also had about the same cards,
but his mom, my aunt stuffed them in an old leather briefcase,
shoved them under a bed that was seldom lifted
for about fifty years until we were cleaning her old house
after her passing. A few weeks ago I was looking for
a set of last years cards for one of my sons
a Houston Astros fan. What used to have a shelf at
Wally World and were being sold in baseball and
football cards everywhere seem to be somewhat
mysterious now.
Fads come and fads go and stamp gimmickry is not exempt.

I came across a bunch ( 64 from 1983 - 1992 ) of these stamp cards they are plastic, the size of a credit card and have a stamp affixed and cancelled are they of any worth ?
