Asia/Other : Getting new issues from Japan?

How does one go about doing this. Most other developed countries seem to have web outlets that will sell new issues to collectors abroad at face value (excluding shipping costs and exchange rate weirdness) but Japan seems to be lacking such a facility. Am I missing anything or does one simply have to rely on eBay sellers and live with markups to get new releases?
