Does the album have a page 1 or frontispiece like a book, with small print? Or does each page have a small line of print on the edge like other albums? That may be what you need translated. If so, a scan might be useful, I'm sure someone will be able to translate.
I believe this is the publisher, who seems to be the principle company for stamp supplies and catalogs in Japan, based on the ads I've seen for them for the past 20 years or so in Japanese stamp catalogs.

(The navigational graphics won't be translated, because they're images, but anything that's text should translate. ... I've found Google Translate to still be a little rough on Japanese, but it should help give you the gist.)

Albums sold by Japan Philatelic Group in the UK. I own some of these, very nice, very reasonably priced for hingeless albums and on standard 3 ring pages, I can use stock sheets for collateral material.
However, who makes them? Everything in them is in Japanese, the packaging is as well. I think it may be Japan Philatelic Corporation. I cannot seem to get anything on this out of the dealer selling them. It'd be nice to know where to go for additional sections in case this dealer is not around someday!
