Championship, Spain (5, 13, 30s.), Tenth Anniv of First
European Security and Co-operation Conference (5, 13,
25, 30s.), World Cup Results (5, 13, 30s.) and 10th Anniv
(1983) of European Security and Co-operation Conference,
Helsinki (5, 13, 25, 30s.). Supplies and distribution
of these stamps were restricted and it is understood they
were not available at face value.
Other than the date, the description of the souvenir sheet after Scott #2726 seems to fit.

Yeah, that looks like Michel 3123, a souvenir sheet for a Security and Cooperation conference in Madrid. There are also four stamps that look a bit like compressed versions of the souvenir sheet (Michel 3119-3122) that aren't in Scott.
There was another Security and Cooperation conference in 1983. Scott didn't list Bulgaria's stamps for that one, either. There are a few other sets from the early 1980s that didn't make it into Scott. I have no idea why these sets didn't make the cut while others did. (On edit: I misread Dave Sheridan's post above and now see that he explained the criteria.)
