'Affaires étrangères' translates as the 'French Foreign Office'.

This is from a French set relating to consular services issued in 1940-1955.
Uh, THERE's a stamp that's somewhat lost without the cover it was applied to!
Perhaps that circled "73" offers a clue as to its use?

It was probably attached to a document of some kind.
I believe the "73" cancellation identifies the office where the stamp was applied which I guess was a consulate or embassy.
Issue of a visa or duplicate of a lost passport perhaps? 1000 francs at some stages of the period mentioned was not a huge sum of money.
