Bought an old album page of Tobago at stamp show Saturday. mainly for the #4; however #4 is wm. 1 and this one is wm.2. Scott has no listing for a green #23, just an olive bistre.
any help on this would be appreciated.Image Not Found

Hi,
It is not a postage stamp but rather a revenue stamp. (In Scott there is a note after the section which mentions this and, of course, the fact this stamp has a revenue manuscript cancel.)

Thanks, Don. Aw! Geez! I must be going blind; totally missed that about wm. 2 being a revenue. Lost my assets on that deal.Sad

Ah, sorry. But as long as you do not 'lose the lesson', you still come out ahead! The higher value commonwealth stamps with manuscript cancels are typically assumed to be revenue use.
Warning! Even with 'postal used' higher value stamps examine them closely for washed/removed manuscript revenue cancels and faked postal cancels added. It can be a minefield.
