I'm afraid it's not a zemstvo stamp.

Am very curious about the document itself. I have some Hungarian Revenue Ducuments (deeds, contracts & Bill of Sale) from the same period that someone translated for me. I find it very intriguing historically as to the contents of these documents.

If I am not mistaken, the stamp you have posted is a Customs Duty stamp. I am not certain about the issue date.

Thanks! Will have to get that document translated. There is a Russian restaurant nearby on SOO Michigan. Will bring a copy & see if I can get someone to translate. Wonder what the customs fee was for ?
If the restaurant doesn't work out and you're an APS member, give their translation service a try.
