Yes, the top line is in Finnish:

- pieni liekki - suuri vahinko

- small flame - great damage

and the bottom line is in Swedish:

- liten orsak - stor skada

- small cause - big damage

Yep, Finnish it is... I did a search on Finnish National Library database with the inscription, and it came up with image of this seal (except with copy that appears to be of different print method - so likely there were several printings of this). See https://finna.fi/Record/hkm.HKMS000005:km0043xl

Based on appearance & message of it I'd say it dates to mid 1960/early 70s.
