I just checked my small collection of precancels (less then 1,000) and didn't find any with perfins. I guess the precancel or perfin clubs could give a better answer. I just did a check on ebay for "perfin, precancel" and 47 auctions came up. The asking prices were on the low side so I guess they are more common than what I thought.

It's a variation of a Standard Oil perfin which is "B" rated in my 1979 perfins catalog. "A" is the highest rated and "F" is the lowest so it is a relatively desirable perfin.
It has some broken pins (not good) but it appears to have two "control holes" within the "O" which probably designates one of their branches (probably St. Joseph). This variation is not shown in the 1979 catalog but it is now 2017 so it may appear in newer versions.
Precancelled perfins are an oddity but not particularly scarce.
I believe this would be known as a "preper" for precanceled perfin.
I always check to see if the precanceled city name matches the business name of the perfin. Have never found one that doesn't but still keep looking.

I can recall coming across quite a few 'prepers', as you call them.
I wouldn't think they are a rarity, but I am not an expert on these.

Like most stamp collectors, I have, or have had, countless numbers of both Perfins and Precancels, But as far as I can remember, this is the only time I've come across both on the same stamp. Is it more common then it seems?
Perfin appears to be an 'OS', I haven't done any research to try and track it down.
