Far Eastern Republic, Scott #41. They are not "perf markings" They are cutting lines. The stamp was issued imperf.

Ningpo, sorry, but that is not the same stamp. The one you have shown is from Russia. Dave's stamp is from Far Eastern Republic. Note the different eagles in the two designs. Also, the Russian stamp has no lettering around the eagles while the other stamp does. In addition, the Russian stamp is perforated, while the other is not.
You're quite right; my mistake. I picked the wrong illustration from SW. I do have some difficulty seeing some of the illustrations on that site. Doh!
Can't find it in Finland, and no luck searching otherwise.
Ideas?
Also, this looks to be Imperf. But then I thought I saw evidence of perf marks (I sometimes see this is US stamps that are altered).
But is has nice wide margins. And when I flipped it to the gum side I didn't see any little former-perf holes. Under magnification, it looks like there are markings as if to guide the placement of perforations (or perhaps where to cut from the sheet of Imperfs)?
