Same thing when I applied last year. I wound up filing a Paypal claim for a refund, at that point it had been 5-6 weeks. Their president contacted me asking me to withdraw the claim, he must also have nudged the Secretary because right after I got my membership approved.
Chin is not a major interest for me but I do belong to several groups. Haven't had any issues since. I think the Secretary may have other responsibilities in the real world and puts off things.
Their website has a forum and you don't have to be a member to post. Try posting a query on there. I did that too and I think it helped wake them up.

Hello! I applied for membership in CSS a few weeks ago, and have yet to receive a reply from Tracy Shew. Is there anyone I may contact on the CSS board who can help me with the membership application?
