J Whatman used that Britannia symbol watermark in some papers.
Can compare it to the image on the bottom of this page.

Thats a 1 d Victoria Revenue Stamp issued from 1902 - 1921. The color varied over the years - probably different printings. The stamp itself has a crown watermark with a V on top of the crown. The colors were
Bistre (sort of brownish yellow) 1902-05
Yellow-olive to yellow green 1906-10
Olive-yellow 1915 - 1921
From 1910 - 1915 the stamp was the same but the watermark was slightly different with the bottom of the crown being somewhat more rounded.
The colors with date of issue were
Yellow-green 1-6-1911
Yellow, Bistre, Yellow-olive 1-6-1911
Olive-yellow 20-7-1915
The stamp was valued at approx $2 Aus in 1997.
As to the paper watermark - The britannia symbol with the superimposed crown is a commonly used design in english papers. A lot of papers will display variations on the theme. The one you have does look like a Whatman paper to me. The Whatman company made paper from 1600 - 1990 ish. In the time period you are interested in they made a lot of paper that was used in government offices.

Contracts and other legal documents are usually on decent quality paper.There is a printer of such in of all places, London.

Conquerer Paper
For many years there was a tax on official documents and perhaps there still is in the UK. Is there a description of the land involved or the addresses of the two parties.
That might help to determine something interesting.
British stamps of the day often had "Postage and Revenue" inscribed so this would be a revenue usage.
