I consider it used. It's postmarked and if taken off your cover it would be indistinguishable from a copy used on the front of a cover.
If this were my cover I'd place it on a page with the front showing and underneath place a scan of the back.
it should NOT be removed. it demonstrates proper international registration and is worth far more, if only because the number of potential bidders is trebled, than as a stamp.
if you must remove it, because you want the stamp, let me know and i'll trade you one of my off-paper copies

I think what is particularly neat about the sheet/cover is the US registered mail cancel and the station cancel on the sheet which ad charm to the cover. If the sheet was not on the cover, the cancels would look weird and out of place.
My question is how did the sheet avoid the Sharpie attack?

I did a search to find out when Sharpies were invented. The sharpie pen was invented in the year 1964 in Canada (answers.com).
