Europe/Russia : Would any one know what the Red postal marking is on this cover?

I received this cover in the mail several years ago. I just pulled some covers out to put in the auction and happened to notice a red stamp on the cover .
I don't think it's a registration mark ,as it'e not backstamped,but I could be wrong?

Hi Brian,

I've not seen this before but playing with Google translate suggests the text at the bottom may say something like "South customs", so the item has passed a customs check.

Hi Smauggie

Nigelc is correct, my fiancee is from the Ukraine (Lvov, it is also known as Lviv) and she can speak Ukrainian and Russian.

South Customs simply means Customs at the Southern region of the Ukraine.

Thankyou all for the response to my query.So we have a customs marking ,first one I have seen and I have numerous personal letters from Ukraine ,Russia ,Belarus,even Turkmenistan.
