looks that way, although typically the cancels on the front would be mute, with dating on the reverse. Can we see the backs of these two covers

typically, if registry is provided, the originating PO uses a mute cancel on the front and a dated cancel tying the flaps on the back. my guess is that this didn't go as registered, because it wasn't properly handled in LA, where it should have received a dated cancel on the back. "Fee claimed" may have been a favor addition, or even added later. There are receiving cancels on the back, but nothing to indicate registry, and no registry label or number.

that's my guess. any registry experts out there to confirm or correct?

My experience is that that auxiliary marking is used exclusively with Special Delivery service. 15ยข covered the special delivery fee and the cover was overpaid by 2 cents.
