Scott is just trying to save paper here!
The 15h and 20h stamps have the design as shown in A38.
The 25h and 30h stamps have a different design with differences in both the portrait and the frame compared with A38.
The A38 & A39 are different - group pictures from ANK catalog
The are many variations in early Austria, a catalog like Scotts is a general catalog and it accomplishes that reasonably well, so saving space is not the objective.
The ANK from 1850-2015 has 500 pages just on Austria.
The detailed Ferchenbauer 1850-1900 catalog has 400 pages.
I have over 400 catalogs and they still do not cover everything.
If Scotts had that kind of thoroughness, you would be buying the 50+ volumes of Scotts.
I just noticed the Scott notation for two types of A38 designs. I have access to a large accumulation but I am looking for details on the types. Does anyone have a source regarding this series?
