Scott doesn't list those stamps. Most of the plethora of stamps issued by the sand dune sheikdoms are not listed by most catalogs.
Michel has a catalog that lists most of these stamps, and there is an English version of their Gulf States Catalog. Back in the 1970s, Minkus issued a Trucial States catalog that listed many, but not all of these stamps. Michel is the most complete that I know of.
Without a picture of what you are talking about, it becomes a guess. First, the Red Cross is the Red Crescent Society in Muslim nations. There are two sets from 1970 that are listed by Michel:
MI #521-524 The set comes perf and imperf.
MI #525-528 same design as above, but is overprinted "Centenary of British Red Cross Society Airmail". The set comes perf and imperf.
I could not find anything else, but there may be. A picture will help.
Finding the stamps from the sand dunes countries is not that difficult, since they are generally not worth all that much. You can find many in the sales area here on Stamporama, especially the approval books where you can get them for a low price. Sometimes you can find packets of these stamps being offered for a low price in the Stamporama auctions.
Other web sites also are good places to find these, such as HipStamp and ebay. Check with dealers. They often wind up with this type of material and want to dump it quickly from their shelves.
Oh...if you are looking for album pages for Gulf States, the Steiner pages have pages for most of the Gulf State non-Scott listed stamps.

Following is an excerpt from Philatelic Webmasters Organization site. Scott gave up interest in Fujeira in 1965.
Stanley Gibbons (1977) fully lists 166 stamps, issued between 1964 and 1967. For stamps issued between 1967 - 1972 it writes: The following stamps have either been issued in excess of postal needs or have not been available to the public in reasonable quantities at face value. Such stamps may later be given full listing if there is evidence of regular postal use. SG notes also that "During 1970 a number of other sets came on the market, but their official status is in doubt".
The Michel Catalogue (Naher Osten 1999) lists 1542 stamps and 207 sheets (with prices), issued between 1964 and 1972. Michel writes that on 9 May 1970 the Fujeira PA terminated its contract with an agency and charged another agency with issuing of stamps. The old agency still brought on the market other stamps, that weren't accepted as official ones by the Fujeira PA.
In its most prolific year, 1972, Fujeira issued about 700 stamps and 200 sheets (!). Comparing these figures with Liberia's 2000 high of 677 stamps and 94 sheets, the quantity of stamps issued by Fujeira is really impressive, and indicates when the big problems of the topical philately actually begun.
Amazingly enough, in souvenir boutiques in Egypt were sold fakes of Ajman, Sharjah and Fujeira stamps, showing old Egyptian topics.

I have 4 Red Cross issues from Fujeira. I think they are from the early 70's. Due to funding issues, my local Library will be closing it's doors sometime next month. So much for looking through the new Scott books!
Each of the 4 issues pictures Henri Dunant in the upper left corner and the values are 1, 2, 25, and 50. Can someone provide me with the Scott numbers or a source in which I might locate these and other issues?
