These stamps are actually fiscal tax stamps for the war effort. The values that are listed in the catalogs were authorized and mandatory for use on mail. The other values like the one you have were not authorized for use on mail, and are therefore not listed as they are revenues in nature.
Used stamps from these sets need to have postal cancellations. Fiscally used stamps are worth considerably less.
Thank you for the fast response. It is in fact unused with no gum. I recycled the 102 card and didn't change it to unused because it has no gum. Am I correct in assuming it is genuine then?

A combination of Scott and Michel. Michel states that the other stamps in this set have face values of 30 to 90 cts (bluegreen) and 1 to 10 Pts (rose). It doesn't say how many stamps there are in the set, but that they are known postally used. Knowledge of catalog listing practices and the comment in Scott's that this set was issued for fiscal tax purposes, it can be safe to say that though the listed stamps were authorized for postal use, the others were not. Finding postal covers with the non-listed stamps on them may bring a premium.
FYI, Gibbons also does not list the stamps with face values of 30 cts and higher, but Gibbons did not provide any comments about it.

Minkus listed two sets, 254-261, of four "War Tax";
one, 1897-'98, a bluish green,
the other, 1898-'99, black.
The 15ct, #267 may have a premium.
Unfortunately I only have this one. I Would really like to find out more about it. For instance how many were actually in this particular set.
Edifil only lists the ones used for postage, but a full list is shown in the Forbin catalog.

As Michael said, SG lists the following four "1898 - 99" values in black as war tax stamps: 5c, 10c, 15c & 20c (SG W293 - W296).
However, SG Part 9 adds the following note, "Higher values to 40p were for fiscal use."
Similarly, SG also lists the following four deep greenish blue war tax stamps stamps with "1897 A 1898" (or "1897 - 1898" for the 15c): 5c, 10c, 15c & 20c (SG W289 - W292) with the note, "Higher values to 10p were for fiscal use."
I cannot find this denomination in any of the catalogs Iv'e looked in. Scott and Stanley Gibbons just to name a couple. I even took it with me to the Rocky Mountain Philatelic Library with no success. I am suspicious that it's a fake. If it is I'm keeping it for my reference library.
Has anyone seen this before?
