General Philatelic/Newcomer Cnr : Waiting on authentic stamp issues

One of my best tools for locating new stamp issues for my thematic collections, (Red Cross, UPU, Tall sailing ships and Rowland Hill) is a monthly visit to www.wnsstamps.
This sight was set up by the Universal Postal Union using their WADP numbering system. WADP stands for World Association for the Development of Philately. Lunched on 1 Jan, 2002. The UPU has a database which lists reported authentic stamp issues from the countries that are members of the UPU. This system gives great information and a good view of each stamp issue. It took me some time to figure out why I might find many Red Cross issues listed on Ebay but never see them listed in Scotts or at the above web site. If it's not used for postage, then it's not postage. Why then, do I find many new issues listed in the UPU database as "authentic stamp issues" from many countries and still, they don't become listed in Scotts or anywhere else?

Note that some countries do not participate in the WADP because there are fees involved.

And on a similar note, why does Scott only footnote certain issues, saying something like, "An imperforate set was released at the same time. Value $50." If you're going to give a value to the stamps, why not go ahead and make a listing for it?
