As such, is it possible to establish who pays this court fee, for what and to whom? Do all courts have such a fee?
There is a tendency to assume all products of the Third Reich can be classified as 'Nazi propaganda'. To what extent is this true?
Fair point, Guthrum. Someone identified it to me as Nazi propaganda and I repeated it without verification. Anyone have ANY idea as to value?
Also- should I attempt to separate them or leave as is?

I would separate them. As far as value goes, taking into account their "stocked-togetherness" and apparent poor condition, I'd say they have no market value at all. But as collectibles, sure, they'd have value for the collector interested in revenue stamps of the Third Reich.
Are they propaganda stamps? Only in the sense that the Nazi eagle and swastika are displayed, as one or the other is displayed on virtually all Nazi documents, stamps, labels, censor tapes and handstamps, etc. If such display is the criterion, then the the use of images of the bald eagle of the United States and Canada's maple leaf are also propagandistic.

If they were mine, I'd soak them apart and mount one (assuming they are identical} of them to a page titled Revenue issue, that I have created for severaql countries when I came across similar revenue examples. A second one would be set aside for when I find someone with interest in Revenue Stamps.
What might these go for on ebay? Or is it best to just put it up for $1 and let people bid?
Given their poor condition (no gum, stains, damaged perforation teeth), I'd be surprised to see them sell for any amount. However, nothing ventured, nothing gained. And I could be wrong.

As I said, nothing ventured, nothing gained. You ventured into the unknown and gained some knowledge that you didn't have before. So did the rest of us. If you stay with philately, you'll never stop venturing and never stop learning. Whether you can sell something on eBay or anywhere else simply doesn't matter if you approach stamp collecting as a student, not an investor.

The short answer is probably what they are worth.
If you put thm on eBay and there is a collector somewhere in the world looking for that kind of item he or she is more likely to find it listed and make a bid. If the bid is too high you will get more then its value, If the bid is too low a second interested party will join the fray and the bidding will rise to its value. The real question is how on earth will you find access to those two interested bidders otherwise?
I'm having trouble finding much info on this. It's actually two, stuck back-to-back. Anyone? Thanks in advance!
