It would be more correctly described as a se-tenant. Se-tenants are a pair, strip or block from a sheet where each stamps is different. Yours should be described as a se-tenant plate block of four.
I would also like to add that the Scott format is a block of 4. There are stamp issues where the plate block by Scott is defined with 6, 8, or 10 but 4 is the most common.

just to be clear: Michael's answer is correct; everything that follows adds to the discussion but doesn't change the fact that this is a complete PB per Scott's definition. It IS se-tenant; and I, too, would likely have kept the color guides intact, but for my own aesthetics, not because Scott requires it.
