Unfortunately, not always. In June and July (vacation time?), with the packages mailed at the neighborhood pickup box, I had four sales which did not not show up for tracking.
the Supervisor was sympathetic, but not really helpful, suggesting that the problem was at the next city on the route (Portland). That made no sense, since it was 'never delivered' to her office per the tracking.
The buyers had a lot of patience and waited a few weeks, but I eventually gave refunds to all.
Do you know the buyer?
Was the payment cash, check, money order? Does the buyer have proof of mailing the payment?
Could be a scam to try to harass you into sending the item without payment.

Send him a reply that you will send the item when payment is received. Then mark his emails as spam and forget the matter until payment arrives.
I believe eBay has a grandfather clause regarding payments made by check/money order. If an buyer had previous business dealings with you, paying by check, then they are allowed to again pay by check.
If this is a new buyer, technically, they must pay using an electronic form of payment otherwise the eBay rule is broken.
I don't agree with the policy but interestingly, the rationale eBay gave for resorting to all electronic payments was too many hassles with cash, checks, etc.
Personally, if you didn't receive the payment, I would not send the cover. I'm not sure who eBay would side with here--logically, I would think eBay would point to their electronic payment policy, put in place to avoid the issues resulting from paper-based transactions and shrug their shoulders at the buyer.
On the other hand, I can also see them assigning a negative strike to your account (seller) for agreeing to accept paper payment in violation of eBay rules.
A check or money order leaves a trail (cashed or not cashed) though but cash does not.

Yes the ownership, supposed to be past tense now, still rankles. But to be fair, buyers didn't have to use Paypal exclusively; there were other electronic payment options.

If I'm not mistaken, you can accept any form of payment you like. But as a seller, you do have to offer PayPal as a payment option. At least that's the way it used to be.

What was the cost of the cover?
What sort of responses did the buyer have when presumably you informed him that the payment had not arrived?
How many times did you have to tell him that.

The cover was 2 dollars plus shipping (one dollar) he has sent 4 or 5 ebay messages inquiring about arrival..when i asked when and where he sent the payment he said he sent it exactly to the address given. From the list of ebay options i think its going end up as an unpaid item...its too bad, i do not know the buyer and he does not know me so its not always easy.
Life is full of hard decisions, but until payment arrives it is his monkey.
If you feel that this guy might be a worthwhile future customer you might consider other options, but for a first time sale of only $2.00 the responsibility of delivery is his, the risk of the postal service losing it is his and just as it is only a total of $2.00 to you, it is only $2.00 to him as well.
As many members can attest there have been times when mail I send has seemed lost and my simple solution is to send a second payment promptly. One of three outcomes; the posting was lost, possibly burgled, it shows up eventually or it gets returned to me.
+If it winds up that the seller receives two payments he. or she, can return the overpayment, or hold it as a credit for future lots won.
But sending a payment by mail is my responsibility, I have been doing it for fifty years and the losses are have been rare and inconsequential.

I do not care about 2 dollars..only that an agreement between buyer and seller fell through !

This is a very unusual and unfortunate situation..99 percent of the people pay with paypal..and the U.S. postal service does deliver the mail. I am not going to send him the cover if i do not receive payment..but i may ask ebay if we can void the transaction (if the buyer is willing) i ain't going to ask him to resend payment.
