Looks like this one identified as 309 on HipStamp
299 has unmistakably standard looking perfs

The serrations look rather uneven but I would not be worried about them as much as the cancellation. The cancels on these were heavily forged as the mint stamp only cats for a dollar. The cancel on yours does not look very convincing to me. These stamps are basically worth the nothing without a cert.
Ted and Mitch,
Thanks for the feed back. I think I am/was reading to much into the "Serrate Roulette" and making a mountain out of a mole hill. Believe it to be a #309, but like Mitch, I am concerned with the postmark. Wanted to get some feedback on the perforations before I sent off to get certified or not.
Again, thanks for the help.
Mel
The Michel lists these serrated 13. This fits my Phila gauge.
The only difference between Scott #299 and # 309 is that the 299 is perforated 14 and the 309 is Serrate Roulette 13 1/2. The image below is perforated/serrated?? 13 1/2. I have used every measuring tool available, Precision US Specialty Gauge, Showgard Philatelic Gauge, Scott Multi-Gauge and the Buxton Multi-gauge. I even compared perf? holes with known Perf 14 stamps and they do not align. The image measures 13 1/2 no matter how you cut it. My problem is that the seperatations do not look like any other Serrate Roulettes in my collection or anything that I can find on the internet. The 299 cats for $35 used while the 309 cats for $675 used. Guess which one I hope it is? Any help would be appreciated.
