It could be either worth more or worth less, depending upon the marketplace demand. If the collector buying prefers well centered items, then the offcenter copy would fetch less. If the collector is into EFO's(errors,freaks,oddities) then the offcenter copy with a piece of a neighboring stamp would be more preferred, and fetch a higher price.

I've been reading and studying articles, monographs and reference books for over fifty years about stamping, and I still find interesting information so you're in for a grist ride.
Today there are fewer magazines or stamp newspapers, but even more knowledge is available at the tips of your fingers.

Whether the grossly off-center copy is worth something to a collector of oddities likely depends on how common this is for the stamp in question. For this particular stamp, I don't know for sure, but my hunch is its not worth much in that condition. Most collectors, myself included, would prefer at least VF centering.
But, research this stamp to find more information and satisfy yourself. Surely there are collectors specializing in this issue that have published their findings.
Note that in the front part of the Scott catalogue, it is noted that stamps are priced in the grade of Very Fine.

This is the same stamp that I got beat out on auction last night.
I'm a shade tree stamp collector, not an EXPERT!
As far as U. S. Revenues go, the issues vary in centering.
Most revenue stamp issued from 1862 - 1914 more of them are off center. Their are exceptions.
R120 it is estimated (not by me, but I agree) 95% are off centered.
Value is very subjected. Both dealers and buyers have their own idea of their on value.
I use the cat. value (but I use a 10 year old cat.) as a starting value, then based on my over 60 years of stamp collecting, establish what I think a stamp is worth.

Hi. I am new to this site and have a lot of questions. Ill start with this stamp. I believe this is from 1861 3c Washington not sure on color variation. The stamp is way off center would this add to the value or diminish from it.
